The United Arab Emirates (UAE) has launched the first phase of its Blue Visa program, a 10-year residency permit designed to recognize individuals who have made exceptional contributions to environmental protection and sustainability, according to The Economic Times.
The program was officially announced during the World Government Summit 2025 in Dubai, which concluded on February 13.
Who Is Eligible for the Blue Visa?
The Blue Visa is open to individuals inside and outside the UAE who have demonstrated leadership in sustainability. Eligible candidates include:
• Members of international environmental organizations
• Professionals in marine and land conservation
• Experts in air quality improvement and sustainable technology
• Researchers, innovators, and activists in environmental fields
• Award-winning environmentalists
Applications can be submitted via the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP) website, or candidates can be nominated by UAE authorities.
First Recipients of the Blue Visa
In its initial phase, 20 sustainability leaders and innovators will receive the Blue Visa. Among them is Dr. Reza Khan, a respected wildlife expert and birdwatcher, who expressed gratitude for being one of the first recipients.

Dr. Amna Bint Abdullah Al Dahak, UAE’s Minister of Climate Change and Environment, highlighted that the Blue Visa aligns with the country’s vision of becoming a hub for environmental innovation. The initiative builds on the legacy of COP28, held in Dubai in 2023, and reinforces the UAE’s commitment to attracting global sustainability leaders.
