    Morocco’s Civil Registry Goes Digital: 27M Paper Records to Be Transformed into Clickable Files

    Morocco is modernizing how it handles vital documents through a comprehensive digital overhaul of its civil registry.

    As mentioned on Morocco World News, this $19.4 million (MAD 194 million) nationwide initiative aims to convert 27 million paper-based records and verify 11 million existing digital files, streamlining public access to birth, marriage, and death certificates while enhancing document security.​

    Timeline: From Planning to Implementation

    • October 2024: The Ministry of Interior announced that digitization efforts had commenced in the Rabat-Salé-Kénitra and Casablanca-Settat regions, with plans for nationwide and international expansion.​
    • February 2025: The launch of the Idarati (eSERVICES) portal integrated over 600 government services into a single digital platform.​
    • April 2025: The digital system is operational in most civil status offices across Morocco, with ongoing efforts to extend services to Moroccan consulates abroad.​

    Why Now? The Goals Behind the Digitization

    This initiative is part of Morocco’s broader strategy to modernize public administration, enhance service accessibility, and comply with upcoming legal standards. It also aims to reduce bureaucratic delays and prevent data loss.​

    This is just one piece of a much larger effort to transform the country’s digital landscape. It falls under Morocco’s long-term vision, Digital Morocco 2030, to embrace technology and innovation across all sectors.

    In fact, Morocco’s ministry responsible for administrative reform began implementing the Maroc Digital 2020–2025 strategy as early as 2020, according to the Arab Reform Initiative.

    In parallel, the Digital Transformation Center Morocco is playing a key role in driving digital inclusion and fostering new innovations.

    Morocco’s digitization efforts align with a broader trend in the MENA region to modernize civil registration systems.

    According to the United Nations Economic and Social Commission for Western Asia (ESCWA), digitization is a key pillar for improving civil registration and vital statistics systems in the Arab region between 2021 and 2025.

    Morocco’s progress may serve as a model for neighboring countries aiming to enhance their digital governance frameworks.​

    A Major Upgrade in E-Government

    Aligning with the national strategy of Morocco “Digital Morocco 2030” to establish the North African nation into a global center for digital innovation, this digitization project represents one of Morocco’s most significant steps toward modernizing its public services, reflecting the country’s commitment to efficiency, accessibility, and alignment with international digital standards.
